A naive RAG pipeline fails on real NIST and World Bank documents at four distinct bricks: document parsing, question parsing, retrieval, and generation. Each brick hands the model wrong context, producing confident wrong answers. The fix is context engineering: relational parsing, query expansion, structural routing, and typed generation contracts.
