IREE 3.12 Releases Rewritten Vulkan Driver

AMD engineer Ben Vanik rewrote the Vulkan HAL for IREE 3.12, targeting Vulkan 1.3 with native queue paths. The update adds support for Broadcom VideoCore VII GPUs used in Raspberry Pi devices, alongside Arm Mali 5th Gen and LLVMpipe. It also introduces an experimental native HSA HAL driver and updates compiler targets for NVIDIA and AMD chips.
