Postgres 19 Compression: from pglz to LZ4

Postgres 19 plans to change the default TOAST compression from pglz to LZ4. LZ4 compresses 8x faster than pglz in an unscientific test, with a 98.9% reduction versus 98.2% for pglz. The change follows LZ4 availability since Postgres 14 as an option.
