Re-Enable all Compute Units on the PS5-like BC-250 Cryptomining Card

The BC-250 cryptomining card, built around a PS5-like APU, ships with only 24 of 40 compute units enabled. Writing to two hardware registers during GPU driver init can re-enable the disabled CUs. A demonstration on Bazzite Linux showed all 40 CUs active with a significant Furmark performance boost.
