GitHub attachments now uploadable via API

GitHub now accepts programmatic uploads of images to Issues, Pull Requests, and Comments via an undocumented endpoint. The endpoint accepts a Bearer token and returns an attachment URL for embedding. This enables automated screenshots and visual diffs in GitHub Actions workflows.
