GPU idle power fix via CVT-RB timing

An RTX 4070 Ti idled at 38-40W with memory clock pinned at 1337MHz due to dual monitors at mismatched refresh rates. Setting both displays to CVT Reduced Blanking timing in Nvidia Control Panel dropped idle power to 21.5W and memory clock to 101MHz.
