Go 1.27 adds generic methods, SIMD support

Go 1.27 expands generics to methods, letting developers write one method for all integer types instead of separate ones. The release also adds experimental SIMD support, size-specialized memory allocation cutting small object costs by up to 30%, and post-quantum ML-DSA signatures via crypto/mldsa.
