The Department of Justice, FBI, and Finland's National Bureau of Investigation arrested 19-year-old Peter Stokes, a dual U.S.-Estonian citizen, in Helsinki as he tried to board a flight to Japan. Stokes is charged with conspiracy, cyber intrusion, and fraud for a May 2025 attack on a luxury jewelry dealer, where Scattered Spider demanded an $8 million crypto ransom. Microsoft's Global Device Identifier data helped link Stokes to the crime.
