Tesla Cybercab production ramps without self-driving

Tesla is ramping up Cybercab production at Giga Texas, with over 100 units built, but the vehicle has no steering wheel or pedals and cannot operate without a safety monitor. The bottleneck is software, not hardware, and Tesla's Austin robotaxi fleet remains tiny, with roughly 14 unsupervised vehicles active.
