A Colorado law signed in June (SB26-003) makes automakers responsible for collecting and processing unwanted EV batteries. It bans landfills from accepting them starting July 2029. The law sets specific recycling targets: 90 percent of cobalt and nickel by 2031, and 80 percent of lithium by 2035.
