US Scientists Leave as Europe Courts Talent

Federal research cuts have driven US scientists abroad. Since 2025, 8,007 grants were frozen or terminated across NIH, NSF and AHRQ, with fewer than two-thirds restored. The government lost over 10,000 STEM PhDs in 2025. Europe's €500 million Choose Europe for Science package and programs like France's Safe Place for Science are courting them, though recruiters report only a small uptick in applications so far.
