Executives from over 300 news publishers, including Condé Nast and Hearst, are in Washington lobbying Congress for the Stealth Bot Prohibition Act (H.R. 9915). Introduced in July by Reps Laurel Lee, Gus Bilirakis and Valerie Foushee, the bill bans bots that access sites without disclosing their identity or purpose, with FTC civil penalties up to $53,000 per violation. Bots now make up more than 60% of internet traffic, according to Cloudflare data.
