Google and Meta Open-source TorchTPU

Google and Meta open-source TorchTPU to bring native PyTorch support to Google TPUs. The project enables eager execution and supports 5,000 Hugging Face models. Testing on a single TPUv7 chip reached 25.7k token/s inference throughput. The roadmap includes dynamic shapes and quantization.
