Russia Proposes Anti-Fraud 3.0 SIM Rules

Moscow is preparing Anti-Fraud 3.0, which would reserve SIM card sales for direct dealers, cutting out individual entrepreneurs who account for almost half of physical SIM purchases. New SIMs would carry no funds until contracts are signed, creating payment records to trace fraud. The Finance Ministry says the plan is still under consideration.
