Xi Proposes Open-Source AI Bloc at BRICS

At the BRICS summit in New Delhi, Xi Jinping proposed a China-led open-source AI community and invited members to join the World AI Cooperation Organization, a Beijing-founded body of 29 countries. The joint BRICS declaration did not mention the proposal. Meanwhile, the EU AI Act, which exempts genuinely open models but not those with systemic risk, gained enforcement power on August 2.
