Provision Datadog on Stripe Projects

Stripe Projects now provisions Datadog in two CLI commands. Users run `stripe projects init` then `stripe projects add datadog/observability` to get a Datadog org with a 14-day free trial and an auto-generated API key. Billing runs through the existing Stripe payment method with no separate setup.
