EU proposes single procurement rulebook with European preference

The European Commission proposed replacing three public procurement directives with a single Public Procurement Act applying directly across all 27 member states. The proposal introduces a European preference framework requiring at least 30% of contract evaluation to be based on non-price factors, including whether a supplier is European, and estimates annual administrative savings of €650mn.
