Ro Khanna Plans Bill to Ban Self-Improving AI

Rep. Ro Khanna plans to introduce the Human Control Over AI Act, banning AI models that recursively self-improve or alter their own shutdown controls until federal safeguards exist. The bill creates an agency to license, audit and set safety rules for frontier models from OpenAI, Anthropic, Google DeepMind and xAI, with criminal penalties for disabling safeguards. No House vote is expected before the midterms.
