India's UPI system will introduce a 0.4% merchant discount rate (MDR) on person-to-merchant transactions above ₹2,000 starting October 15, 2026. The charge is capped at ₹300 for transactions of ₹75,000 or more. Peer-to-peer payments and small merchants under the P2PM framework remain exempt. The move aims to create a sustainable financial model for the UPI infrastructure.
