Tower Semiconductor will spend up to $3 billion net of grants to expand 300mm silicon photonics and silicon germanium operations in Japan, backed by METI. Track One revives the former Panasonic Arai fab for production readiness in Q4 2027. Track Two plans a new fab adjacent to Fab 7, accretive from 2029. Tower raised its 2028 model to $3.6 billion revenue and $1.2 billion net profit.
