Windows preview update breaks cursors, wallpaper

Windows 11's August 27 preview update KB5120998 resets mouse cursor personalization, causing cursors to appear too large, too small, or vanish. The optional update also sets wallpaper to black and blurs fonts on some systems. Microsoft is investigating; uninstalling the update is the only fix.
