India's new legislation could let merchants pay charges on some UPI transactions, ending the zero-merchant-discount-rate regime since 2020. UPI processed 23.66 billion transactions worth ₹29.88 trillion in July. Jefferies estimates merchant fees could generate ₹50-100 billion annually by fiscal 2028.
