Control trace volume with OpenTelemetry tail-based sampling

OpenTelemetry tail-based sampling drops low-value traces after completion, retaining errors and slow requests. A gateway pattern routes spans by trace ID to one collector. Span Metrics compute on full traffic before sampling. The example configuration reduces exported trace volume by about 98%.
