Mongotar: Files to prompt, and back

Mongotar, a 700-line Python tool, serializes files with permissions into human-readable text for LLM prompts and deserializes them back. It supports.gitignore, excludes VCS directories, avoids overwrites by default, and stores rw or rwx permissions. The tool targets agentic workflows where whole-file output beats fragile diffs.
