India's Supreme Court declined to stay the UPI merchant discount rate framework taking effect October 15, seeking the Centre's response on the ₹2,000 threshold. Eligible merchant payments above ₹2,000 will now attract 0.4% MDR, capped at ₹300, ending nearly six years of zero-MDR UPI. Small merchants and peer-to-peer transfers stay exempt.
