UPI MDR Fee Starts October 15, GST Clarity Missing

NPCI will levy a 0.4% merchant discount rate on person-to-merchant UPI payments above Rs 2,000 from October 15, 2026. Small merchants receiving up to Rs 1 lakh monthly via UPI QR codes remain exempt. Merchants bear the fee, not customers. GST treatment is unclear, and the GST Council meets October 7 with the issue reportedly off the agenda.
