Y2K bug found in old BSD build

Developer Folkert van Heusden discovered an unpatched Y2K bug in the Network Time Protocol daemon of BSD 2.11 while writing a PDP emulator. The bug affects only the PDP-11/70 with a specific PSTI receiver and short-wave timekeeping broadcasts. Van Heusden coded a fix.
