Enabling Quality of Service (QoS) on a TP-Link router and setting the smart TV to High Priority stopped all buffering. Internet speeds were consistently above 250 Mbps. QoS prioritizes devices or apps over others without increasing total bandwidth. Misconfiguration can reintroduce problems.
