China's Cyberspace Administration is investigating DeepSeek and Moonshot AI after Anthropic's 10 September report alleged seven Chinese labs relayed user requests to Claude. Anthropic counted over 23 million Moonshot exchanges from May to July and 12.1 million DeepSeek inputs in 14 days. Regulators questioned staff; no penalty has been decided. Moonshot is pursuing a Hong Kong listing.
